State Use Act

Horizons of New Mexico administers the day-to-day operations of the New Mexico State Use Act, a statewide law that promotes employment opportunities for individuals with disabilities. Through the State Use Act, nonprofits that employ individuals with disabilities and small businesses owned by individuals with disabilities are exempt from the standard RFP process for certain public contracts. Horizons serves as the intermediary, negotiating and managing contracts on behalf of the nonprofit and small businesses. Each year, the State Use Act helps hundreds of New Mexicans with disabilities obtain gainful employment.
