The Comprehensive Addiction and Recovery Act (CARA), passed in 2016, requires states to develop Plans of Care for babies born with drugs or alcohol in their systems. A Plan of Care supports a healthy pregnancy and a good life for baby. The Plan is designed and written by the mother and her health care providers to identify and access services to support mother and baby. The program is available to incarcerated women in NM.
