The Memorial offers on site National DWI Victims' recognition and DWI education, awareness, and prevention. It is also home to the Torrance County Drug Free Communities Initiative, a community coalition dedicated to affect positive environmental change and reduce the rates of substance abuse and DWI.
To build a memorial that raise awareness of the devastation caused by DWI crashes by recognizing victims, educating the public, and encouraging preventive measures.
