Serves expectant women and children birth-three. (This includes adoptive and teen parents). Provides educational services and child development guidance; to ensure that babies are born healthy; children are physically, emotionally, and mentally healthy; children are safe; children and parents have a nurturing relationship; the parents and caregivers are connected to formal and informal supports in the community; and children are ready for school.
