Head Start programs promote the school readiness of children ages three to five from low-income families by enhancing their cognitive, social, emotional and physical development. Head Start programs also provide or links families with needed services' such as medical, mental health, nutrition, and education. Head Start services are designed to be responsive to each child and family's ethnic, cultural, and linguistic heritage.

Eastern Plains CAA, Inc., is a private non-profit organization with a 501(c)(3) status incorporated in 1969 for the purpose of providing social service programs for the low-income population of the agency’s service area which encompasses seven counties of Eastern New Mexico.
